The promotion is good both at the Guitar Center stores and also at the Guitar Center website (they email you a coupon code for the discount).
For both offers, exclusions and limitations apply! A number of brands do not allow their products to be discounted by coupons, so Guitar Center is not allowed to include those in the promotion.
